Enemy bases which are touched by your pollution cloud are what spawns attacks, clearing all the bases out of your pollution cloud will remove that threat. Deserts consume far less pollution than green biomes and trees, so it spreads farther. Desert starts are somewhat of a hard-mode start in Factorio.
